Arcamailer is a third party tool, eDirectory is reseller of Campaign Monitor.
eDirectory integrates with Campaign Monitor to collect newsletter subscribers.
Creating an account in Campaign Monitor is free and the system will ask for payment only when sending a newsletter.
You can either choose for a monthly plan or pay per campaign. Pricing is shown when you create a campaign, define the recipients and move to the next stage before sending.

To create your Campaign Monitor account through Site Manager, just access the Promote > Newsletter and fill in the fields as shown in the images:
